According to a response I got from the MS guy I dealt with it is by design and makes perfect sense since the monitor is set to timeout before the screensaver An error message appears that says:Error encountered while creating registry key. I have made sure that Authenticated Users have the Apply Group Policy permission defined. Can anyone help me on this? So we have gone to trying to use the group policy > settings> in active directory. We are trying to use a microsoft product called winexit.exe.

It seems that there are some conflicts between power management and the winexit.scr screen saver. We are on an active directory system here. Winexit Windows 7 Great. Winexit.scr Windows 10 Instead of using ADM files, ff I use script to create all those registry key and string values and applied to every user via one GPO, it seems much easier.

If you feel comfortable looking into the registry ou might want to check the permissions for the HKEY_CLASSES_ROOT itself. Is it possible that those string values cannot be added since key screen saver.logoff has been created because both are set up in the same GPO? What might be the problem? I did solve the problem - I ended up setting the reg permissions in the default domain policy gpo instead of the "MyBusiness/Users/SBSUsers" gpo which solved the problem.
