You can only enter Safe Mode by turning on your computer or by restarting your computer. Before you reformat, try cleaning your computer. To me, a computer freezing means nothing on the computer responds to you (with the possible exception of the mouse cursor). You could trim down your Startup list by doing the following: Click on Start, Run and type msconfig.
